Kevin Dooley

Kevin Dooley is a principal engineer and Technical Lead for the Rapid Capabilities Office project work plan at the Carnegie Mellon University Software Engineering Institute (SEI). In his work at the Software Solutions Division’s Transforming Smart Software Acquisition directorate, he coaches and mentors software acquisition program personnel, contributes to research projects, and influences DoW’s Software Modernization Strategy and Implementation and DoW software workforce initiatives.

Dooley shares his 20+ years of software expertise across many areas, including acquisition best practices, Agile implementation, software metrics, and navigating weapon system software-specific challenges.

Before joining the SEI, Dooley had 6-years’ experience working for a major defense prime contractor. Then, he served 11 years as a DoD civilian supporting the U.S. Air Force. He held various software engineering and program management assignments as well as leadership roles in the Air Force Sustainment Center and Office of the Under Secretary of Defense for Acquisition and Sustainment. He worked on numerous DoD weapon systems software programs, including space systems (GPS III, MILSATCOM, Command and Control System – Consolidated (CCS-C), Theater Battle Management Core System (TBMCS), Range Threat Systems, and Personnel Recovery Command and Control (PRC2)), fighter aircraft (F-35), and command and control systems (AN/TYQ-23 Modular Control Equipment, Battle Control System-Fixed (BCS-F)). In 2020, he joined the F-35 Joint Program Office and served as the Lead Software Engineer for the F-35 Maintenance Systems.

Dooley earned a BS in Electrical Engineering from Virginia Tech, as well as an MBA from the University of Tennessee. Dooley is also a certified Scaled Agile Framework (SAFe) Program Consultant (SPC).
