This Tactical Guide helps programs select only the measures that “earn their keep.” Measurements should reduce the burden of software programs. Programs already carry enough weight in their daily operations. This guide supports programs on their journey of developing a lightweight metrics plan that can support complex programs as they evolve, select a minimal but sufficient set of measures that gets the insight needed, implement measurement approaches compatible with iterative delivery, and obtain and use Product Team data to increase transparency and collaboration. The goal is for programs to have the right metrics that provide better insight, early enough to matter.
