Software Engineering Institute

PITTSBURGH, PA, May 14, 2007—The Carnegie Mellon® Software Engineering Institute (SEI) announced that John R. Bramer joined the SEI as the director of the SEI’s Program Integration Directorate, the business development function of the SEI.

Bramer will oversee the institute’s business development activities including identifying and establishing relationships with organizations—in both government and industry—that have software engineering needs and challenges. He will oversee a business development staff and budgeting and oversight of customer engagements, and he will identify funding sources that align with the SEI’s mission. Bramer will be located in the SEI’s Arlington, VA office.

“I am very excited about joining the SEI, a true leader in the field of software engineering research and development,” Bramer said. “I had the previous good fortune to work with the professionals at SEI; my goal is to continue to advance the SEI and its research to organizations in need of software engineering best practices.”

Paul D. Nielsen, SEI Director and CEO states that Bramer’s experience as a manager of high-technology groups will be a valuable asset to the SEI and its customers. “John’s extensive knowledge of the defense industry, familiarity of federally funded research work, and technical programs will be of great value not only to the SEI but to our sponsor, our customers and future research collaborations,” said Nielsen.

Bramer joins the SEI after nearly 10 years of service with SRI International, Inc., an independent research institute that conducts client-sponsored research and development in areas such as communications and networks, computing, engineering and systems, biosciences, education and economic policy, and homeland security for government agencies, businesses and foundations, both in the United States and worldwide.

Most recently, Bramer served as SRI’s executive director of business development and DC operations. In this role, Bramer coordinated efforts of 100 DC staff members. His team helped capture many of the largest funded projects in SRI’s history such as trauma pod, training systems, penetrating radar systems, as well as securing government funding for the establishment of a significant new SRI facility in the Shenandoah Valley of Virginia.

Bramer’s professional background also includes directing SRI’s Engineering and Systems Division, Radio Science and Engineering Division, and serving as program manager for systems engineering of the Global Hawk unmanned air vehicle at the Defense Advanced Research Project Agency (DARPA).

Bramer served 23 years with the U.S. Navy, retiring in 1997 as a captain. His career highlights include serving as major program manager (ACAT I, II, and III) Cruise Missiles Command and Control; deputy program manager, Tomahawk Cruise Missiles; commanding officer and executive officer of the Naval Aviation Depot, P-3 and Air ASW Programs director, and world wide operational tours at sea and in P-3 aircraft. He graduated from the U.S. Naval Academy with a bachelor’s degree in political science. He earned a master‘s degree from the U.S. Naval Postgraduate School in aerospace engineer-ing and a master of business administration degree from Duke University. He received numerous team and personal awards during his career, including the Department of Defense Joint Service David Packard Excellence in Acquisition Award in 1997.
