Goal-Driven Measurement

Using goal-driven measurement helps you identify and define software measures to support your own organization's business goals. Using the goal-driven process helps you produce measures that provide insights into the management issues that are most important to you. These measures are traceable back to your business goals, so your data-collection activities are better able to stay focused on their intended objectives.

In goal-driven measurement, the primary question is not "What metrics should I use?" but "What do I want to know or learn?"
