Sponsoring and Oversight

The Carnegie Mellon University Software Engineering Institute (SEI) is a Federally Funded Research and Development Center (FFRDC), operating under a five-year contract from the U.S. Department of Defense (DoD) and based at Carnegie Mellon University (CMU).

Sponsor

The primary sponsor for the SEI within the DoD is the office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) and the Office of the Secretary of Defense for Research and Engineering (OSD R&E). Sponsor oversight and guidance of the SEI is supported by a Joint Advisory Council that assists with

  • developing the SEI's long-term research plan and annual line-funded research program
  • providing guidance to foster consistency between the SEI's core statement and the DoD's goals and objectives
  • strengthening the unique FFRDC special relationship with the acquisition and information technology communities

In addition, the U.S. Department of Homeland Security supports long-term SEI work to produce and transition technologies and practices that reduce the opportunity for—and limit the damage of—cyber attacks.

Board of Visitors

The SEI Board of Visitors (BOV) was established to advise the CMU provost and the SEI director on SEI plans and operations. It monitors SEI activities and provides reports to the provost on the state of the SEI and recommendations for improvement.
